Oil giant Shell last week overcame the last major legal obstacle to its plans in the Arctic Ocean this summer. The DoI upped the ante in the wake of the 2010 Deepwater Horizon leak in the Gulf of Mexico. It required Shell to prepare for a blowout three times larger. Shell's response was that they would first deploy a cap similar to the one that eventually sealed the Deepwater well, and if that failed, employ extensive backup measures.

These are the strictest offshore measures the DoI has ever required, but is Shell really prepared for the nightmare scenario: a blowout at the end of the drilling season that extends into the Arctic winter? New Scientist asked some experts to assess the plans.

Prevention please

The best cure is prevention, and Kulluk, Shell's rig, contains numerous sensors and automatic shut-off systems to detect early problems and deploy the cap. The technology is far more advanced than what the Deepwater rig had, says Arne Jernel?v at the Institute for Futures Studies in Stockholm, Sweden. "The DoI has done a good job by requiring that," he says. "I think it's likely to work."

If oil did enter the water, Shell and the DoI agree that containing it with booms would be ineffective as floating sea ice would obstruct them. Shell says it has several backups, including dropping dispersants from helicopters, burning the oil, and skimming it off the surface.

Those plans have problems. Jernel?v points out that dispersants can leave fish more exposed to oil's harmful effects. And it's not clear how well they would work in the Arctic: even in mid-summer, low-angle sunlight and cold water could fail to activate the chemicals. The flammable materials that are added to oil spills for burn-offs would also be less efficient there, Jernel?v says.

Ice-breaker issue

Shell will have ice-breaker ships on hand to create a path for skimmers, but broken ice may create more problems. "On a good day, we can recover 15 per cent of the oil from a fixed release in open water," says Richard Charter of the Ocean Foundation.

"If you get tar oil mixed with broken sea ice, you're not going to recover it at all."

And if oil gets under the ice, he says, it could stay there indefinitely since it won't be degraded by sunlight or bacteria. Shell says they can track the oil under seasonal ice using radar and other sensors, and recover it in the spring. But recovering oil that's carried out to sea would be too dangerous for skimmer ships.

Last resort

The last resort would be to drill a relief well ? the only solution that has been consistently and permanently effective, says Jernel?v. With your stock positions, you can always buy back in if you wish? nothing says we can?t place a purchase order for Agrium again. But had Agrium continued to drop another 5% all our patience, discipline, and wise decisions would be worth less than if we learn to take profits and put them in our pockets.

AP Interview: Hungary's church law criticized

BUDAPEST, Hungary (AP) ? The head of the Council of Europe on Wednesday criticized a new law in Hungary that sharply reduced the number of officially recognized churches and changed the procedure they need to follow to gain that status.

Council of Europe Secretary-General Thorbjorn Jagland was in Budapest to meet with Prime Minister Viktor Orban and other leading government officials to discuss the church law and other recent ones regarding media and judicial reforms that have drawn international criticism.

Hungary's new church law, which requires parliamentary approval of churches by a two-thirds majority, sharply cut the number of officially recognized ones from more than 350 to 32.

Before the change, religious groups only had to register with the courts to gain official status and access to state subsidies and tax advantages.

"Our assessment is that overall it provides a generous framework for religious communities, but there are some problems," Jagland said of the law in an interview with The Associated Press. "We recognize that there was a need to avoid that some religious organizations or churches misuse the possibility to get public funding, but having said this, some of the provisions in the law are problematic."

He agreed with a report released Monday by the Venice Commission, the Council of Europe's advisory body on constitutional matters. It called the obligation to obtain recognition by the Hungarian Parliament as a condition to establish a church a "restriction on the freedom of religion."

The government has said the law was needed to filter out "business churches," for-profit organizations carrying out no religious activities. But the role of lawmakers in such decisions has raised suspicions that in some cases political considerations have outweighed applicants' religious and social merits.

"The political nature of this law is that Hungarian parliament is the one to decide which religious organizations or churches are to be registered," Jagland said. "This means that this issue can be politicized, which is not in accordance with the normal standards we have in Europe today."

There is now a list of qualifications churches must meet to be recognized, but lawmakers do not have to explain their decisions, leaving applicants in the dark about the reasons for their rejection.

Parliament's decisions can only be appealed to the Constitutional Court, a process criticized by the Venice Committee because by having to skip the ordinary courts the churches "lose one degree of protection."

Jagland said, "There has to be clear criteria for those decisions by the authorities and after that, if it is being disputed and sent to the courts, the courts should also have clear criteria for their decisions."

Mystery blast outside Indonesia embassy in Paris

A bomb blast outside Indonesia's embassy in Paris on Wednesday caused serious damage to surrounding buildings but no injuries, police said, as investigators sought a motive for the attack.

"It's a small miracle that there were no victims," a police source said.

The bomb exploded around 5:00 am (O400 GMT), when the streets of western Paris were relatively quiet, blowing out windows in a 50-metre (yard) radius and setting fire to two cars.

Police chief Michel Gaudin visited the scene after the blast, accompanied by his chief of staff, who told reporters that a bag had been spotted under the embassy's windows by a worker clearing bins in the street.

"He looked inside the bag, opened it and thought it must be a bomb since he saw a canister attached to wires. He dropped it, left the area and called the police. That's when it exploded," Jean-Louis Fiamenghi said.

"No one was hurt but there are people in shock in neighbouring flats."

Fiamenghi said the bomb could have contained "several kilos of explosives".

No group or individual immediately claimed responsibility for the attack.

Police and firefighters were rushed to the area and sealed off the road where the blast occurred. A bomb disposal team was also in place to make any remaining explosives safe.

"For now we are not ruling out any possibilities, we are just at the very beginning of the investigation, every theory needs to be studied," a police source said.

The French foreign ministry said all efforts would be made to find the perpetrators of the attack.

"Everything will be done to identify the perpetrators and bring them to justice," ministry spokesman Bernard Valero told a press conference.

"We are in intimate contact with Indonesian authorities in Jakarta and with the Indonesian ambassador in Paris," he said.

In Jakarta, officials said Indonesia's intelligence agency was working with French authorities to investigate, but that the motive for the bombing was not clear.

"We're still looking for clarity on whether we were the target or not," said Teuku Faizasyah, Indonesian presidential spokesman on foreign affairs.

"In the mid-2000s there was a case of a small bomb explosion at the Indonesian embassy in Paris. It turned out to be a local incident, and nothing to do with a national threat," he added.

Coordinating Security Minister Djoko Suyanto told AFP: "This is being investigated by the Indonesian embassy in Paris with coordination with local authorities."

"We don't know the target of the bomb. The ambassador is at the location but he can't go near.

"The windows were broken but there's no report yet of Indonesian or staff casualties. We are still waiting for developments," he added.

Foreign Minister Marty Natalegawa said the blast would have no impact on Indonesia's diplomatic activities in France.

"We're quite a resilient lot, Indonesians. No, I don't think it takes a little explosion to deter us from going on with the business of our activities," he said. "But we will be very vigilant obviously."

He also said it was not known whether the embassy had been targeted, adding: "Thankfully, no one has been injured as a result of this explosion."

UN chief: Syria unrest could have global impact

BEIRUT (AP) ? The "extremely dangerous" conflict in Syria could have global repercussions, U.N. Secretary-General Ban Ki-moon said Wednesday, as fresh violence erupted and an al-Qaida-inspired group claimed responsibility for two suicide bombings in Damascus.

The uprising that began a year ago has transformed into an armed insurgency that many fear is pushing the country toward civil war. Because of Syria's close alliances with Iran and the Lebanese militant group Hezbollah, there are deep concerns that the violence could spread beyond the country's borders, especially if other nations arm the rebels or send in their own troops.

"We do not know how events will unfold," Ban said during a speech in the Indonesian capital, Jakarta. "But we do know that we all have a responsibility to work for a resolution of this profound and extremely dangerous crisis ... that has potentially massive repercussions for the region and the world."

His comments came as the previously divided U.N. Security Council united to approve a nonbinding statement calling on the Syrian government and opposition to immediately implement proposals by international envoy Kofi Annan to end the bloodshed.

Syrian activists reported shelling by government in forces in hotspots including the central province of Homs, and fighting between army defectors and soldiers in Damascus suburbs.

Large-scale bombings near government security buildings in the capital, Damascus, and the northern city of Aleppo have added a new and increasingly deadly element to the revolt.

U.S. intelligence officials have pointed to al-Qaida in Iraq as the likely culprit, raising the possibility its fighters are infiltrating across the border to take advantage of the turmoil.

In a statement posted Wednesday on a militant website, an Islamist group called the Al-Nusra Front to Protect the Levant claimed responsibility for twin suicide bombings in Damascus on Saturday. The blasts, which targeted the air force intelligence building and the criminal security department, killed at least 27 people, the state-run news agency said.

"It's looking more and more like Al-Nusra is just a front for AQI in Syria," a U.S. official said Wednesday, speaking on condition of anonymity to discuss matters of intelligence.

The Associated Press could not verify the authenticity of Wednesday's Al-Nusra statement, which said the attacks were in retaliation for the Syrian regime's shelling of residential areas in opposition strongholds in Homs, Idlib, Hama and Daraa.

"We tell the (Syrian) regime to stop the massacres against the Sunnis, otherwise, you will bear the sin of the Alawites," the Al-Nusra Front said. "What is coming is more bitter and painful, with God's will."

Al-Qaida supporters are largely Sunni Muslim extremists. Syria's military and political leadership is stacked heavily with members of the minority Alawite sect, an offshoot of Shiite Islam to which Assad and the ruling elite belong.

The group also has claimed responsibility for earlier suicide attacks.

Sunnis make up the majority of Syria's 22 million people, as well as the backbone of the opposition. Al-Qaida's involvement could further fuel sectarian tensions unleashed by the uprising.

The U.N. estimates that more than 8,000 people have been killed since the uprising began last March.

The Syrian revolt started with mostly peaceful protests against the government, inspired by the Arab Spring uprisings across the region. But the regime cracked down violently, opening fire on demonstrations and rounding up thousands of protesters. Assad has justified the crackdown by saying terrorists and foreign extremists are driving the revolt.

The opposition denies that, saying some army defectors and others have been forced to take up arms because of the ferocious crackdown.

The nonbinding statement approved by the 15 Security Council members spells out Annan's proposals, which include a cease-fire first by the Syrian government, a daily two-hour halt to fighting to evacuate the injured and provide humanitarian aid, and inclusive Syrian-led political talks "to address the legitimate concerns of the Syrian people."

In a bid to win support from Russia and China, which have twice vetoed European and U.S.-backed resolutions condemning Assad's crackdown, France watered down the statement to eliminate possible consideration of "further measures" that could include sanctions or military action.

Instead, the presidential statement now asks Annan to update the council regularly on the progress of his mission and says that "in the light of these reports, the Security Council will consider further steps as appropriate."

A presidential statement, which needs approval from all council members, becomes part of the council's permanent record. It is stronger than a press statement, which does not. But unlike resolutions, neither statement is legally binding.

Secretary of State Hillary Rodham Clinton commended the council's unanimous support.

"The council has now spoken with one voice," said Clinton, who had lambasted Russia and China for vetoing two tougher U.N. resolutions on Syria in recent months. She said the statement demands "the beginning of a Syrian-led political process to address the legitimate aspirations of all the Syrian people that will lead to a democratic transition."

Despite the diplomatic push, both the regime and the opposition have ruled out dialogue while the violence continues.

The U.S. and many European and Arab countries have closed their embassies in Damascus while the violence continues. On Wednesday, Japan temporarily closed its embassy in Syria, said Masaru Sato, an official at the Foreign Ministry in Tokyo.
