Argentine province bans fiery paper balloons (AP)

BUENOS AIRES, Argentina ? An Argentine province is cracking down on a beloved holiday tradition, banning the kind of paper balloons that wowed audiences of the animated Disney movie "Tangled."

Argentines have long made a tradition of lighting paraffin wax inside paper balloons each Christmas and New Year's Eve. The flying fireballs can be seen rising through the night sky. But what goes up must come down, and in the central province of Cordoba alone, 14 fires were reported this Christmas Eve, most of them blamed on the balloons.

Cordoba Gov. Jose Manuel de la Sota banned the making, sale and use of the balloons Wednesday night. His province has been suffering from drought and is particularly prone to wildfires.

Jamaica's opposition wins elections in a landslide (AP)

KINGSTON, Jamaica ? On Jamaica's rutted streets, the complaints have been chronic ? home ownership is out of reach for most wage earners, the cost of electricity has skyrocketed, water service regularly fizzles out and decent jobs are scarce.

Fed up with chronic hard times, voters in this debt-wracked Caribbean nation on Thursday threw out the ruling party and delivered a landslide triumph to the opposition People's National Party, or PNP, whose campaign energetically tapped voter disillusionment especially among the numerous struggling poor.

The win marks a remarkable political comeback for former Prime Minister Portia Simpson Miller, who was Jamaica's first female leader during her year-and-a-half-long first stint in office that ended in 2007. The 66-year-old known affectionately as "Sista P" reached out to Jamaicans as a champion of the poor with a popular touch.

"She cares about the ghetto people," said Trishette Bond, a twenty-something resident of gritty Trench Town who wore an orange shirt and a bright orange wig, the color of Simpson Miller's slightly center-left party, which led the island for 18 years before narrowly losing 2007 elections.

As word of her election win emerged Thursday night, PNP supporters shimmied and shouted in the capital, Kingston, and motorists honked horns in celebration as they tore down the streets.

"I am humbled as I stand before you and I wish to thank the Jamaican people for their love, for their support and for giving the People's National Party and the leader of the party her own mandate," she said, after receiving hugs from numerous candidates, some crying.

Simpson Miller defeated Prime Minister Andrew Holness, who at 39 is Jamaica's youngest leader and leads the center-right Jamaica Labor Party.

Holness said the defeat will prompt a time of introspection and reflection for party leaders to examine what went wrong.

"I wish the new government well. We hope for the benefit of the country that they will do a good job," said Holness, who warned during the campaign that an opposition win would scare away foreign investment and dash hopes of economic progress.

While official results have not been released, elections director Orrette Fisher told The Associated Press that preliminary results showed Simpson Miller heading to victory.

"Based on the margins, it appears safe to say" that Simpson Miller's party won, Fisher said shortly after Jamaican newspapers and broadcasters called the election for the PNP. He expected his office to release the official count and breakdown of parliamentary seats on Saturday.

News station TVJ said Simpson Miller's People's National Party won 41 seats in parliament and Holness's Jamaica Labor Party 22.

Simpson Miller is beloved by her supporters for her folksy, plainspoken style. She became Jamaica's first female prime minister in March 2006 after she was picked by party delegates when P.J. Patterson retired as leader. But she was tossed out of office a year later in a narrow election defeat.

This time around, she has pledged to lift debt-wracked Jamaica out of poverty, secure foreign investment, and create jobs. Specifics are few, however.

Her party will face deep economic problems in this island of 2.8 million people, with a punishing debt of roughly $18.6 billion, or 130 per cent of gross domestic product. That's a rate about 10 percentage points higher than debt-troubled Italy's.

Veteran opposition lawmaker Omar Davies said one of the first things the People's National Party will do is get "a true assessment of the state of the economy," a dig at Holness' party which was accused of rarely providing citizens with a clear picture of the island's dire fiscal straits.

Holness, who became prime minister two months ago after Bruce Golding, Jamaica's leader since 2007, abruptly stepped down in October amid anemic public backing, won his parliamentary seat with 54 percent of the vote.

Simpson Miller has been a stalwart of the People's National Party since the 1970s. She was first elected to Parliament in 1976 and became a Cabinet member in 1989. Partisans have long admired Simpson Miller as a Jamaican who was born in rural poverty and grew up in a Kingston ghetto, not far from the crumbling concrete jungle made famous by Bob Marley.

During her brief tenure as prime minister, her support waned amid complaints she responded poorly to Hurricane Dean and was evasive about a scandal regarding a Dutch oil trading firm's $460,000 payment to her political party leading up to 2007 elections.

The two top candidates' different styles were clear while they cast their votes.

Holness is largely seen as unexciting, but bright and pragmatic. He whisked into the voting center in the middle class area of Mona, barely interacting with voters. After being heckled by an opposition partisan, he said he was "very confident" of a Labor victory and departed after taking three questions from reporters.

By contrast, Simpson Miller hugged and chatted with supporters at a school in Whitfield Town and told election workers to help struggling elderly voters.

Her party, which experimented with democratic socialism in the 1970s, is still perceived as more focused on social programs than the slightly more conservative Labor. There are no longer stark ideological differences between the two clan-like factions that have dominated Jamaican politics since the onetime British colony began self-rule in 1944. Jamaica became independent within the British Commonwealth in 1962.

Super Pacs Spend Big Money in Iowa GOP Race

With the Iowa caucuses just six days away, the Republican presidential candidates were criss-crossing the Hawkeye State Wednesday, as many undecided Iowans were targeted by a flood of television and radio campaign commercials.

With less than a week until the first-in-the-nation voting for a major party nominee on Jan. 3, most of the campaigns are on the attack.

The candidates are hammering away at each other with their so-called "super pacs" financing -- some of the televised attacks on the airwaves.

Super pacs are independent political action committees that can raise an unlimited amount of money from donors.

On his bus tour across Iowa, former House Speaker Newt Gingrich is trying to regain momentum and fend off the negative ads by former Massachusetts Gov. Mitt Romney's campaign and other outside groups.

"All I'd say to Mitt is, 'If you want to run a negative campaign and you want to attack people, at least be man enough to own it. That's your staff and that's your organization -- those are your millionaire friends paying for it,'" Gringrich said.

Gingrich was referencing television commercials that were bought by a pro-Romney super pac.

The pacs have to be careful because if they coordinate with a candidates' campaign, they break the law.

Romney is also going on the attack personally -- focusing attention on the former House Speaker for failing to get enough signatures to get on the ballot in Virginia.

"I think he compared that to Pearl Harbor. I think it's more like Lucille Ball and the chocolate factory," Romney said.

While Romney tries to pull off an upset in Iowa, Gingrich also has to fend off Rep. Ron Paul, R-Texas.

Gingrich has even declared he won't vote for Paul -- even if Paul's the GOP nominee.

"I think the choice of Ron Paul or Barack Obama would be a very bad choice for America," he said.

Meanwhile, Texas Gov. Rick Perry and his supporters have actually spent the most money on television commercials in Iowa -- more than the other candidates combined.

Nonetheless, Perry is still behind behind in the polls.

Former Sen. Rick Santorum, R-Penn., has campaigned in Iowa the old-fashioned way by visiting all 99 counties and holding hundreds of town hall meetings.

Rep. Michele Bachmann, R-Minn. has scheduled 11 stops for Wednesday around the state to build momentum and media attention.

Haiti leader cancels concert to raise school funds

(AP) ? Haiti pop star-turned-president Michel Martelly will not be singing tonight at a concert that aimed to raise money for schools.

Presidential adviser Damian Merlo says the Friday night concert was canceled because of the holiday season and the complexity of organizing such an event.

Martelly had said he would take the stage as his alter ego, "Sweet Micky". He also had urged officials from the United Nations and the neighboring Dominican Republic to buy tickets to help raise $10 million for the country's education program.

Merlo said the administration still plans to do a concert next year.

Riot police fire teargas to disperse protesters in China (Reuters)

HONG KONG (Reuters) ? Chinese riot police fired teargas to disperse a throng of protesters in a small town in southern China on Friday, the fourth day of demonstrations against the construction of a power station.

Footage from Hong Kong's Cable TV showed police firing several rounds of teargas in Haimen town, in the southern boom province of Guangdong, sending hundreds of people scuttling away.

The protests in Haimen intensified this week just as people about 130 km (80 miles) further along the coast, in Wukan village, called off a 10-day blockade of their village in a protest against what they said was a land grab by officials.

Protests in China have become relatively common over issues such as corruption, pollution, wages, and land grabs that local-level officials justify in the name of development.

Chinese experts put the number of "mass incidents," as such protests are known, at about 90,000 a year in recent years.

While Communist Party rule is not directly threatened by such incidents of unrest, officials fear they could coalesce into broader, more organized challenges to their power.

Residents of Haimen, a coastal town of about 120,000 people, took to the streets on Tuesday to protest against plans to build a coal-fired power plant after what they complain has been years of heavy air and water pollution from existing power plants in the town.

They rejected an offer to suspend the project late on Wednesday, demanding it be scrapped altogether, and Hong Kong's Mingpao newspaper reported on Friday that they pledged to keep up their action if police did not release detained protesters.

China's state news agency Xinhua had reported that police had detained five people for vandalism on Wednesday evening.

People in China are increasingly unwilling to accept the relentless speed of urbanization and industrialization and the impact on the environment and health.

RIM gets kicked while down, sued over BBM trademark (update: RIM comments)

It's been a long December for RIM, and there's reason to believe this year won't be any better than the last. This month, the company was sued for its use of the BBX trademark and was forced to change its name to BlackBerry 10; then, it all hit the fan when co-CEO Mike Lazaridis broke the news that phones running the aforementioned OS won't arrive until late in 2012. And let's not even get started on the quarterly earnings report. Sadly, it's not over: BBM Canada, a Toronto-based broadcast industry group that has used the BBM moniker in one way or another for six decades, wants to reclaim its name -- used and made popular by RIM's BlackBerry Messenger service -- and has filed a lawsuit against the phone maker for trademark infringement. BBM Canada CEO Jim MacLeod says he's made several attempts to resolve the matter with them in hopes of avoiding the courtroom -- even to the extent of offering to rebrand his own company as long as RIM footed the bill -- to no success.

MacLeod told The Globe and Mail that "I find it kind of amazing that this wouldn't have been thought about before they decided to use the name -- the same thing goes for BBX." And according to court documents, it actually was: in February 2010, RIM attempted to apply for the BBM trademark with the Canadian Intellectual Property Office, was told that it wasn't registerable, and still went ahead and used it for its BlackBerry Messenger service anyway. We'll see what kind of explanation the company has for going ahead and using the three-letter acronym in a couple weeks, since a hearing has been scheduled for January 11th.

Update: RIM just sent us an email with an official statement regarding the matter:

Since its launch in July 2005, BlackBerry Messenger has become a tremendously popular social networking service. In 2010, RIM started to formally adopt the BBM acronym, which had, at that point, already been organically coined and widely used by BlackBerry Messenger customers as a natural abbreviation of the BlackBerry Messenger name. The services associated with RIM's BBM offering clearly do not overlap with BBM Canada's services and the two marks are therefore eligible to co-exist under Canadian trademark law. The two companies are in different industries and have never been competitors in any area. We believe that BBM Canada is attempting to obtain trademark protection for the BBM acronym that is well beyond the narrow range of the services it provides and well beyond the scope of rights afforded by Canadian trademark law. RIM has therefore asked the Court to dismiss the application and award costs to RIM. Further, for clarity, RIM's application to register BBM as a trademark with the Canadian Intellectual Property Office (CIPO) is pending and we are confident that a registration will eventually issue. The inference by BBM Canada that CIPO has refused RIM's BBM trademark application is quite frankly very misleading.

President Obama, stuck in Washington gridlock while his family is already on vacation in Hawaii, did some Christmas shopping on Wednesday. A group of pool reporters traveled with him to Alexandria, Va.--where the commander-in-chief bought gifts for his daughters, Malia, 13, and Sasha, 10--and quite possibly ruined their Christmas surprise in the process.

Via the pool report filed by New York Daily News D.C. bureau chief Tom DeFrank:

After a round of handshaking he headed straight to the Wii section, where he bought a Just Dance game for his daughters. (It might have been a Just Dance 3 since there was a big yellow 3 below the words)

"The girls beat me every time on these dance games," he said, "but you'll never get a picture of me (playing) because I get graded F every time."

He also bought a pair of $50 iTunes gift cards and an unidentified game. Tab came to 194.48. "Let's see if my credit card still works," he said. It did.

The Associated Press reported the mystery game was "Sims 3: Pets." (Which is good, because Sasha and Malia would not have found out ahead of time otherwise.)

Earlier, Obama took First Dog Bo to PetSmart.

MANILA, Philippines ? Who says plane travel can't be fun?

Flight attendants for a low-cost Philippine airline who gained fame by dancing through safety demonstrations are back swaying through the aisles.

They've swapped the Lady Gaga tunes that made them popular last year for Mariah Carey's "All I Want for Christmas Is You."

Manila-based Cebu Pacific airline says the choreographed dance helps passengers pay more attention to the safety demonstration.

Said spokeswoman Candice Iyog on Thursday, "Now that it's Christmas, we wanted to bring a little more fun into the flight."

Iyog told The Associated Press that reaction has been good.

Video of the routine shows four attendants in orange shirts and khaki shorts dancing away on select flights.

Insurance group: Cell phone bans not effective in reducing crashes

As much as many drivers don?t want to admit it, cell phones and mobile devices are, in fact, a distraction ? but do state bans on cell phones while driving actually work? Apparently not, according to a study by the Insurance Institute for Highway Safety.

The institute studied data from states that had a ban on cell phones while driving and those that did not and, surprisingly, it turned out that crash rates were not decreasing in states that have imposed a ban on cell phones. In fact, IIHS says that cell phones aren?t even the problem.

IIHS spokesman Russ Rader told CNN Money: ?Part of it is that distracted driving is much bigger than just phones,? he said ?so focusing on phones doesn?t deal with the full spectrum of things that distract.?

That isn?t to say that IIHS doesn?t think that driving while using your cell phone isn?t dangerous, however; the group cited a NHTSA study that indicated car crashes as a result of distracted driving ? people chatting on cell phones, texting, etc. ? caused 3,000 fatalities last year.

?What we know is that the best course of action is a three pronged approach ? strong laws, strong education and strong enforcement,? NTSB spokeswoman Kelly Nantel told CNN Money.

(AP) ? An intelligence officer who worked with the Army intelligence analyst accused of giving U.S. secrets to the WikiLeaks website said Sunday that the soldier was considered to have an especially high understanding of enemy threats in Iraq and had to be trusted to keep the material he saw private.

The description of Pfc. Bradley Manning from one of his officers came at the beginning of the third day of a military hearing to determine whether he should be court martialed. He is accused of giving WikiLeaks a trove of government material while working as an intelligence analyst in Iraq in 2009 and 2010, including Iraq and Afghanistan war logs, State Department cables and a military video of a 2007 American helicopter attack in Iraq that killed 11 men.

Capt. Casey Fulton testified for the prosecution that Manning had a "top secret" security clearance, enabling him to view a wide range of classified material. None of the material posted on WikiLeaks was classified higher than "secret."

Fulton said Manning was regarded as having a better understanding than other analysts of enemy threats in Iraq. She said analysts such as Manning, known as all-source analysts, were trained to synthesize intelligence from a wide array of intelligence sources.

Fulton said analysts are trained not to disclose classified information and are not allowed to burn classified information onto CDs for personal use. But she said it was impossible to supervise them 100 percent of the time.

"You have to trust that they'll safeguard the material the way that they've been taught," she said.

Fulton also said that sometime before April 2010 when WikiLeaks released a video featuring an Apache helicopter attack, she saw a similar clip on a workstation computer in Baghdad. She said Manning later showed her that the WikiLeaks clip and the one Fulton had seen were the same. Manning is suspected of leaking the video.

The hearing began Friday at Fort Meade outside Washington and could run several more days. The Army says it may take several more weeks for the commander of the Military District off Washington to decide whether Manning will be court-martialed.

Maj. Gen. Michael Linnington may choose other courses, including administrative punishment or dismissal of the 22 counts against him, including aiding the enemy. He also could add more charges based on evidence produced at the hearing.

Manning, who turned 24 Saturday, could face life in prison if convicted.

The Obama administration says the released information has threatened valuable military and diplomatic sources and strained America's relations with other governments. Manning's lawyers counter that much of the information that was classified by the Pentagon posed no risk.

Among the first issues to arise during weekend testimony was whether Manning's sexual orientation is relevant to the case against him. His attorneys maintained that his status as a homosexual in the military before the repeal of "don't ask, don't tell" contributed to mental and emotional problems that should have barred him from having access to sensitive material.

The defense revealed that Manning had written to one of his supervisors in Baghdad before his arrest, saying he was suffering from gender-identity disorder. He included a picture of himself dressed as a woman and talked about how it was affecting his ability to do his job and even think clearly.

Maj. Matthew Kemkes, one of Manning's lawyers, asked Special Agent Toni Graham, an Army criminal investigator, whether she had talked to people who believed Manning was gay or found evidence among his belongings relating to gender-identity disorder. The condition often is described as a mental diagnosis in which people believe they were born the wrong sex.

Graham said such questions were irrelevant to the investigation.

"We already knew before we arrived that Pfc. Manning was a homosexual," Graham said.

Prosecutors objected several times to the questions. Kemkes responded that if the government can argue that Manning intended to leak secrets, "what is going on in my client's mind is very important."

One of Manning's commanders in Baghdad, Capt. Steven Lim, said Manning should have had his security clearance suspended because of his problems. Lim said the outbursts occurred before he arrived, and that when he learned of them after Manning's arrest, he was shocked. Lim said he was also unaware that Manning believed he was suffering from gender-identity disorder.

Manning's appearances over the last two days in the Fort Meade courtroom marked the first time he has been seen in public after 19 months in detention. The Oklahoma native comes to court in Army camouflage fatigues and wearing dark-rimmed glasses. Manning sat calmly in the courtroom Saturday without appearing to react to the testimony, even when centered on his troubled mental state and homosexuality. Manning listened intently and regularly took notes.

The case has spawned an international support network of people who believe the U.S. government has gone too far in seeking to punish Manning.

Chained children in Pakistan: Not an uncommon treatment for addicts

Police rescued dozens of students at an Islamic seminary in the Pakistani city of Karachi. Chaining is not unheard of for drug or mental health treatment in the region.

Police rescued dozens of students at an Islamic seminary Monday in the Pakistani city of Karachi, saying that some of them were drug addicts kept in chains. While the case has gained global notoriety, this form of ?rehabilitation? is not unheard of in the region.

The Associated Press reported that parents of some 60 youths paid the seminary to ?treat their children through a regime of Islamic instruction and worship, or simply to take them off their hands.?

Chaining as a form of rehabilitation goes on in other religious institutions in the region, most notably Sufi shrines. I reported for the Monitor in 2009 on a shrine outside Jalalabad, Afghanistan, where families would leave relatives who were mentally ill or addicted to drugs.

A standard treatment at the shrine was to chain a patient for 40 days, either in a small cell or to a tree in the courtyard, and administer a strict diet of bread and black pepper:

"Mia Sahib, one of the shrine-keepers, explains that his patients are possessed by demons known as?djinns. For some, he offers a?taweez?- a Koranic verse written on a slip of paper. Others require 40 days of confinement.

"A mental patient doesn't know himself," explains Mia Sahib. "In 40 days, he is going to know himself fast. He will know he has some?djinn?inside. Once he knows he has a?djinn?inside, he will clean himself. And once he cleans himself, he will know Allah."

Mia Sahib claimed to have some success with this method, but he admitted he could do little for patients addicted to opium. Yet, during my visit, he was still confining in chains a drug addict named Waseem from Pakistan. Waseem explained that a relative had tricked him into making the journey that resulted in his imprisonment.

Reports out of Karachi talk of grubby conditions in the basement of the seminary where the students were chained.

The men were not allowed to use the bathrooms at night either. ?It?s embarrassing to tell but we were given a water bottle to pee in. If we urinated in bed, we were lashed,? said Babar, a teenager.?

I observed similar conditions at the shrine. Each of the patients lived alone in a tiny cell with no door. Each had only a couple feet at most of slack in the chain that linked his ankle to the nearby wall. Some would use uncollected trash in their sell to fling their own waste out the doorway.

Afghanistan has made some strides in modernizing its mental health system, including upgrades to psychiatric wards and the replacement of chains with medication. But mental health doctors still expressed frustration that people sometimes still preferred to send their relatives to shrines like the one outside Jalalabad.

The mental health community in Afghanistan is hoping education campaigns will eventually put the shrines out of work. Meanwhile, the Karachi case is focusing renewed attention on madrassah reform,?with critics arguing the seminaries need more oversight to prevent cases of physical and sexual abuse. One of the most gripping pleas for reform came days before the Karachi raid, when a former madrassah student penned a first-person essay about the abuse he experienced.

Fearing Persecution, Egypt's Christians Back Parties Most Likely to Beat Islamists (Time.com)

Egypt's Islamists appeared to sweep the vote in the mostly poor and rural areas of Egypt that voted on Wednesday and Thursday in the second round of a three stage parliamentary election. But the country's minority Christians, motivated by a desire to see checks on the Islamists' power in the legislature, also turned out to vote -- mostly for liberal parties -- in the districts of Upper Egypt where the sectarian divide often runs deepest.

Even before the overthrow of President Hosni Mubarak, Christians -- who comprise roughly 10% of Egypt's 85 million citizens -- had complained of heightened discrimination and sectarian violence in recent years. Then, last winter's uprising unleashed a wave of radical Islamism into an unstable security environment fraught with economic despair, producing a dramatic spike in sectarian violence in the months since Mubarak's ouster. And Christians complain that the ruling military has done little to stop it. In at least one case, the security forces have actually joined in attacks on Christians. That was in October, when soldiers attacked a Christian protest in downtown Cairo, killing 24 people, some of whom were run over by army vehicles. (See photos of Christians under attack in Cairo.)

Many Christian voters canvassed by TIME at the polls in the country's rural center said they had voted for the liberal groups that emerged strongest after the first round of voting -- often sacrificing a vote for their preferred party in favor of backing the one most likely to succeed in preventing an Islamist sweep. "I wanted to vote for the Continuous Revolution party, but they only got 7% in the first round," said Ibram Faris, a 22-year-old Christian resident of Tizment al-Gharbia, a predominantly Muslim village about 70 miles south of Cairo. Instead, Faris gave his vote to the more popular liberal Wafd party.

The region known as "Upper Egypt," which encompasses the villages south of Cairo and stretches along the Nile all the way to the Sudanese border, has long been plagued by sectarian tensions. Here, the competition for jobs and resources, coupled with a growing religious conservatism and a largely absent government, has fueled escalating outbreaks of violence in recent years. Bloody riots have most frequently erupted over religious conversions, and the construction churches and mosques -- a process far more onerous for Christians than it is for Muslims. In the months since the uprising, the region has been rocked by church burnings, small-scale riots, and an Islamist sit-in that ultimately ousted the Christian governor of Qena.

With Islamists predicted to win a landslide majority in parliament, Christians fear a system even more rigidly fundamentalist and neglectful of their rights than the last one. "They'll make [Egypt] an Islamic state and they will force us to wear certain things," said Selwa Gaber, a Christian housewife who cast her vote in the Upper Egyptian city of Beni Suef. Her daughter, Marina Magdy, said "[The Christians] will vote for the Wafd and the stairs and the fish," added her daughter, Marina Magdy, citing two candidates' electoral symbols, (a system used to provide guidance to illiterate voters). Neither Magdy nor her mother knew who the stairs or the fish represented, but what mattered, they said, is that they were anti-Islamist. (See video of Islamists in Tahrir Square.)

Mohamed Shehata, a poll monitor for the ultra-conservative Salafist Nour party insisted that such fears were overblown: "We're all one. We're not separated by religion." He said that even though the Nour party would seek an Islamic state, it had no plans to alter the legal rights of Christians. Supporters of both the Nour party and the more moderate and popular Islamist group, the Muslim Brotherhood's Freedom and Justice Party (FJP), claimed many Christians had even voted for them.

But Christian voters disputed that claim. "There are very few Christians here, but I'm sure they will all vote like me," said Faris. "Christians will reject the concept of parties based on religion."

Religious tolerance is one reason Egypt's Christians and liberals fear an Islamist government, but another is the economy. Egypt's tourism revenues have already dropped by one third this year, Reuters reported on Tuesday. The country's ancient heritage sites -- many of them located in Upper Egypt -- have fared worse in the tourist trade than have Egypt's picturesque beach resorts.

But Christians and liberals fear that it's the beach resorts that an Islamist government would target first. A number of candidates from the Nour party and at least one from FJP have promised to ban alcohol and revealing clothing. "I personally am worried about tourism because the Salafis want to close the beaches," said Mohamed Heggo, a Muslim salesman in the town of Beni Suef south of Cairo. Heggo said that he had once visited Ras Mohamed, a marine nature reserve on Egypt's Sinai Peninsula, and one of the world's prime dive locations. Though he doesn't work in tourism, Heggo said he could appreciate the spot's value. "A place like Ras Mohamed is 80% of the tourism revenue," he added, and for that reason, he would vote for a liberal party.

Barbara Walters to Retire in 2012?


Barbara Walters told President Barack Obama she's retiring next year, according to TMZ, which cites sources who heard Barbara say it to him personally.

The legendary TV figure (we can't say "journalist" after the Kim Kardashian sex tape footage she aired the other night) interviewed Obama on Thursday.

According to the source, during a break, Barbara leaned over to Obama and said, "I need one more interview with you because I'm retiring next year."

Walters' mic was on when she said it, and lots of people were listening ... but here's the thing. She's joked about retirement for years and years now.

Barbara still does specials for the network, in addition to The View. Her Most Fascinating People special generated enormous buzz as it always does.

Obama was not on the list, natch, while Steve Jobs (above) was #1.

Jeff Schneider, Sr. VP of ABC News, said "Barbara has joked that she is retiring every year" and "anyone who just did a day trip to Syria, 90-minute prime time special and an interview with the President and First Lady hardly sounds like someone retiring."

So, there you go. Walters, 82, is probably staying put.

Chronic Fatigue Tied to Extended School Absences (HealthDay)

TUESDAY, Dec. 13 (HealthDay News) -- Undiagnosed chronic fatigue syndrome may account for up to 1 percent of children who are absent from school for extended periods of time and are not truant or known to have another illness that would explain why they're out of school, a new study reveals.

For the study, researchers examined data from 2,855 students aged 11 to 16 at three secondary schools in England and concluded that undiagnosed chronic fatigue syndrome/myalgic encephalomyelitis (CFS/ME) was responsible for 28 of the students being away from school for more than 20 percent of the time over six weeks.

"There are several possible reasons why children missing significant amounts of school with CFS/ME are not identified," Dr. Esther Crawley, of the Center for Child and Adolescent Health at University of Bristol and colleagues, wrote in the report published online Dec. 12 in the journal BMJ Open.

"Those with mild or moderate CFS/ME may not see their GP [general practitioner] or may not be recognized as having CFS/ME if they are seen. Alternatively, GPs and pediatricians may not be aware of specialist CFS/ME services or may feel that the child's [condition] is not sufficiently serious to warrant a referral," they explained in the report.

"This project suggests that undiagnosed CFS/ME . . . may be an important and underappreciated cause of school absence in children aged 11 to 16 years," Crawley and colleagues concluded.

The researchers also compared students with CFS/ME who were referred to a specialist by a school-based clinic with those who were referred to specialist services by health care professionals.

There were no differences in how long either group had CFS/ME, which was an average of just over 18 months. But the children identified by school-based clinics had less fatigue, less disability and fewer symptoms than those identified by health care professionals.

The children identified by school-based clinics also seemed to recover from CFS/ME more quickly, the investigators noted in a journal news release.

Wall Street edges lower, but GE helps Dow (Reuters)

NEW YORK (Reuters) ? Stocks were mostly lower on Tuesday as cautious investors continued to digest the S&P's recent downgrade warning for the euro zone.

Losses were capped in the volatile session as some hoped the warning would help force budget changes at a European Union summit this week, and the Dow rose on strength in a pair of industrial names.

Rating agency Standard & Poor's said Monday it may cut the sovereign credit rating of 15 euro zone countries. The warning was leaked during market hours, and U.S. stocks halved their session's gains.

Bank stocks, recent outperformers in the U.S. market, kept a lid on gains, with the S&P financial sector (.GSPF) down 0.4 percent. The top-performing sectors were defensive, with health care stocks (.GSPA) and utilities (.GSPU) both up 0.4 percent.

"Markets have been pricing in an environment that's less than AAA, and the fact that it has already been incorporated into most investors' thinking is why we're not seeing a bigger sell-off today," said Leo Grohowski, chief investment officer at BNY Mellon Wealth Management in New York.

"Still, the timing of a warning like this is never completely expected," added Grohowski, who helps oversee $170 billion.

The Dow Jones industrial average (.DJI) was up 38.60 points, or 0.32 percent, at 12,136.43. The Standard & Poor's 500 Index (.SPX) was down 0.53 points, or 0.04 percent, at 1,256.55. The Nasdaq Composite Index (.IXIC) was down 13.05 points, or 0.49 percent, at 2,642.71.

France and Germany were planning to force changes to EU rules in hopes of restoring market confidence and preventing the two-year-old sovereign debt crisis from widening. European shares were flat.

General Electric Co (GE.N) was the top performer on the Dow, climbing 2.3 percent to $16.70 after Bernstein upgraded the stock to "outperform," citing strong financial fundamentals and expected dividend increases.

Fellow Dow component 3M Corp (MMM.N) rose 1.8 percent to $82.35 after the diversified manufacturer forecast 2012 earnings and revenue largely in line with expectations as well as modest margin improvement.

AMR Corp (AMR.N) surged 70 percent to 72 cents after the bankrupt parent of American Airlines named Beverly Goulet, the carrier's treasurer, as the chief restructuring officer to oversee the Chapter 11 bankruptcy.

On the downside, Darden Restaurants Inc (DRI.N) fell 11 percent to $42.51 after it cut its fiscal 2012 earnings and sales forecast.

Maine breast cancer license plate in works for motorcycles ? Maine ...

PORTLAND, Maine ? State Rep. Meredith Strang Burgess led the successful push for breast cancer specialty license plates for cars and trucks in Maine.

Now she?s hoping to do the same thing for motorcycles.

The proposal for pink ribbon motorcycle license plates calls for proceeds to be split between the Maine Cancer Foundation?s Women?s Cancer Fund, Maine Breast Cancer Coalition?s Support Service Fund, and the Maine Breast and Cervical Health Program?s mammogram fund.

More than $400,000 for breast cancer research and support has been raised through the sale of more than 15,000 specialty plates for cars and trucks since 2008.

Burgess hopes to have the motorcycle plate process completed by this spring, assuming at least 500 riders pay $25 to reserve one of the plates.

New study finds that subconscious nervous impulses may be prognostic markers for weight-loss outcome

A recent study of obese volunteers participating in a 12-week dietary weight-loss program found that successful weight losers had significantly higher resting nerve activity compared to weight-loss resistant individuals. The study was accepted for publication in The Endocrine Society's Journal of Clinical Endocrinology & Metabolism (JCEM).

The sympathetic nervous system is widely distributed throughout the body and subconsciously regulates many physiological functions including the control of resting metabolic rate and the dissipation of calories after food intake. The present study examined the relationship between activity of the sympathetic nervous system and weight-loss outcome in a group of obese individuals on a low-calorie diet intervention program.

"We have demonstrated for the first time that resting muscle sympathetic nerve activity (MSNA) is a significant independent predictor of weight-loss outcome in a cohort of overweight or obese subjects," said Nora Straznicky, PhD, of the Baker IDI Heart & Diabetes Institute in Melbourne, Australia and lead author of the study. "Our findings provide two opportunities. First, we may be able to identify those persons who would benefit most from lifestyle weight-loss interventions such as dieting. Secondly, the findings may also help in developing weight-loss treatments through stimulating this specific nervous activity."

In this study, researchers examined 42 overweight or obese subjects who had participated in dietary-lifestyle intervention trials that cut their daily caloric intake by 30 percent for 12 weeks. MSNA was measured by microneurography, a process involving the insertion of metal microelectrodes into nerve fascicles (a bundle of nerve fibers). Researchers found that weight loss was independently predicted by baseline resting MSNA.

"We also found that successful weight losers demonstrated large increases in nerve activity following a carbohydrate test meal, whereas the responses were completely blunted in weight-loss resistant subjects," said Straznicky. "Our findings suggest a significant contribution of subconscious nervous system activity to the success of dietary weight loss."
