Will the U.S. be Overtaken by China In Space?

China is clearly seeking to acquire by all possible means the modern space know-how required to gain a command of critical civilian applications for its own use and to give work to Chinese industries in fields like earth observation, meteorology, satellite television, telecommunications, and navigation. In addition, it is developing a ?man in space? programme and projects for the use of space in the field of defense at the same pace. In January 2007 it successfully conducted an anti-satellite (ASAT) weapon test directed at one of its own aged satellites. Since 2008 China has conducted human flights on board the Shenzhou vehicle, allowing the first space walk by a Chinese ?taikonaut?. In August of the same year, the Chinese launched the Shenzhou VIII and in 2011 the same vehicle flew for the first time two docking/rendezvous missions with the Tiangong orbital module. Above all, the PRC possesses the high-performance Long March space launch vehicle. In 2010, 15 launchs were realized including the launching of the Chang?e lunar probe (orbiter built in preparation for the 2013 lunar rover mission to the Moon surface). In 2011, 19 launchs were performed which represents 22 % of the world?s total launch activity!

These are some facts and figures showing, with no discussion, that the Chinese are now more than an emerging country in the space business, able to compete with the Russians, Indians, Europeans, and even the United States. Knowing that the space policy of the world leader is still alive (Curiosity in 2012! And InSight-Discovery in 2016!) and full of initiatives in the field of launchers, but also some very vague ideas concerning the future of human exploration, one could ask whether China be the new leading force in space by the end of the decade.

Historically, China inherited the Soviet space program to a great extent and makes intensive use of Russian space technology in ?heritage?, in particular the Shenzou manned spacecraft. Yet, China does not possess the resources provided by the scientific and technical complex that existed in the former Soviet Union. Its space program is central government-steered to an extent that cannot be compared with Moscow?s steering of its own Soviet military-industrial sector. It is, of course, even more true if you compare the U.S. space complex and budgets!

On the other hand, China is benefiting from the dynamism of its market industrial sector and of reliable though not huge public budgets. Recently it has overhauled aerospace project management structures and procedures. As an emergent great power, it looks forward to acquiring altogether more military and security space capabilities. And, finally, the main incentive, the PRC produces a vision or an ambition and a clear political motivation for investing in space technology ? which is not necessarily the case of its competitors, be they Americans, Russians or Europeans.

Strictly speaking, China?s military space program is little known. It does make use of civilian systems in meteorology, earth observation and telecommunications. Even the Pentagon?s Annual Report on Defense in China mentions only a few defense related programs dedicated to a real direct use by the armed forces. There is, however, the exception of counterspace programs, such as ASAT interceptors, ASAT laser directed energy weapons (DEW) and communication or navigation satellite jammers, but all of these are ground deployed systems.? According to experts, observation is not conducted on a permanent basis in the surveillance and military imagery areas. In telecommunications, China is reported to have only one true military satellite (Fenghuo-1) as backup for civilian capabilities.? The specialist journal Jane?s suggests that Chinese leaders are beginning to view the space sector as a channel for the modernization of the capabilities of the armed forces with the objective of mastering the art of modern warfare or information warfare by the 2050s. China would be called upon to develop a new generation of some 15 satellites, including imagery, electronic eavesdropping and communications equipment, in addition to counterspace capabilities. In 2008, a LM-4B launcher launched a new couple of signal or electronic intelligence mini-satellites (derived from the FY-1). China?s BX-1 microsatellite or ?CompanionSat?, launched to provide inspection images of the Shenzou capsule-7, would in fact test some capabilities required for a co-orbital anti-satellite attack.? According to the U.S. Department of Defense (DOD) analysis, China?s budgetary global effort for defense ranges between 85 B$ and 125 B$.? A study of reference published in 2005 by the RAND Corporation, Modernizing China?s Military: Opportunities and Constraints, estimates China?s budgetary effort for defense at 30 B$ to 40 B$.? Several analysts contend that, with the help of a civilian-military space budget, probably in the range of 2 B? a year, China is about to become a world space leader (the first space power back to the Moon in 2020?), possessing at least credible eavesdropping and ASAT weapon capabilities and making the decision to build a series of 100 orbiting satellites by 2010.

Other analysts observe, however, that China is still twenty to thirty years behind in terms of major arms programs, that its defense modernization only ranks fourth worldwide, and that China is not in any case a global threat in terms of operational space capabilities. In fact, China?s capacity to translate foreign technology into autonomous modern and operational technology is thought to be limited. Furthermore, since the 1998 administrative reforms, space developments have officially been conducted in a civilian framework, under the authority of COSTIND, which is attached to the Industry Ministry.? A recent survey conducted by the Strategic Studies Institute of the U.S. War College pointed out in its conclusions that, while China has made progress in space technology, it still lags behind compared with the major world space powers. But, according to Pr F. Godement, head of one of the best think tanks on Asia, the Asia Centre of Paris, ?one only has the vaguest idea about the real strength of the Chinese army.?? We cannot rule out that technical and scientific investments made in the civilian sector with government support drawn from economic growth margins or the support of foreign knowledge may be used ultimately in the service of the defense forces or spectacular space adventures.? Vigilance about export controls on sensitive technologies is still required, as we should not underestimate the power of seduction for a state, which is better than others at playing on its weakness to restore its power.? Once again on the geopolitical ground, one cannot exclude the possibility that the Chinese government may be determined to acquire advanced technology for military telecommunications, eavesdropping, satellite radio navigation, reconnaissance and ASAT weapons, in addition to the ASAT demonstrations it already made, with a view to modernizing its equipment and creating an instrument for implementing at least an asymmetric strategy. The development of Chinese naval capabilities, including the change from a ?brown-water navy? to a ?blue-sea navy?, and the acquisition of sophisticated satellite radio navigation systems and electronic eavesdropping or very high resolution observation systems, would likely accelerate Chinese sea power projection and manoeuvring naval capability.

Recently, the ?Daily Yomiuri Shinbun? (March 2012), a Japanese journal, stated that, though the PRC has a slightly declining performance in terms of economic growth (7%), it increased its budget for defense in 2012 by more than 11% anyway, and the budget for Ballistic Missiles and submarines was not quoted. There is also the information that, at the present time, the PRC?s Army wants to use ELINT/SIGINT electronic eavesdropping systems (?Technical experimental satellites?, initiated as early as the 1970s albeit unsuccessfully and discontinued after the death of Mao Zedong) in addition to using satellite (Beidou-Compass) radio navigation signals for its needs. Ground-based eavesdropping, the solution envisaged up to now, and satellite-based eavesdropping are indeed particularly useful for the precision use of long-range antiship missiles that have been purchased in Russia. U.S. experts contend that, to meet these needs, China already uses Shenzou civilian platforms, on which it places adequate antennas, and possibly commercial communication satellites sold by Western firms. The document of the U.S. Office of Naval Intelligence, ?A modern navy with Chinese characteristics ? PLA Army Navy?, states that ?non-contact warfare? implies that the PLA Navy acquire or develop long range weapons to be launched from ships or submarines as well as the associated detection and targeting capabilities (space assets). China is even said to have built an anti-ship ballistic missile. It is developing a near-continuous at-sea strategic deterrent with the Jin SSBN, follow-on to first generation Xia (presently 3 nuclear ballistic missile submarines existing), carrying a 4000 nm SLBM JL-2. These new means are not fully operational but they will be.

As for the civilian effort, the Chinese White Paper on ?China?s Space Activities in 2006?? tends to emphasize, over and above military objectives, a thrust of Chinese space activities in line with the government?s economic priorities since the 1980s.? Space science research, lunar exploration and manned spaceflights are discussed, yet these themes, as well as ultimate defense purposes, are not explicitly listed as top priority objectives at the highest government level where industrial objectives are paramount. Above all, China wants to control the entire space industry chain, including manufacturing,, launch services, ground-based equipment, and dual-use derivative services in communications, television broadcasting, radio navigation and remote sensing satellites with respect to various current and future civilian and military needs. The Third White Paper on Space, published in December 2011, demonstrates again how the Chinese government is committed to an ambitious space policy as a whole, while maintaining the policy line of progressive and nonaggressive progression towards the ideology of developing in harmony.

To conclude, it seems necessary to confess that a precise assessment of the Chinese space technology performances remains ? as it is actually in the defense sector ? rather difficult. The state and industrial organization, complex and opaque as it is, does not permit a full, comprehensive and transparent view of the decision making process. If it is not advisable to overestimate the effort done by the PRC in the space domain ? as most space policy analysts are tempted to do ? it would be risky to underestimate ? as too many European businessmen are inclined ? the raw, handy way the Chinese build and use high technology for space. In all, the real question is probably not as much about the motivation of such visible programmes (in-orbit demonstrations, taikonaut flights), as the significance that the political rulers, the Communist Central Party and the PLA, place on the space segment (signal and electronic intelligence, imagery and surveillance, satellite navigation) as critical equipment at the service of the development of the Navy and strategic missiles forces.

Simplification, when you consider the progression of a country like China ? emerging as a power amid a world which is less than ever ?in harmony?- is not the right method. To have a Chinese policy, to appear more open to a modern China, to accept Chinese capital investments suppose at the same time fighting for more transparency and international regulation, it is even true in the field of Space policy. One must be aware that we work in a triangle, Europe, the US and China; and it seems that Washington is better armed in many respects than Brussels, in a first phase at least, to lobby our Chinese Partner in view of gaining more information on the pace of their space ambitions both civilian and military and to provide the international community with the hurdles or necessary handrails which eventually would appear to be necessary to the US and Europe.

Would you have to bet about the chances of seeing a Chinese taikonaut?walking on the Moon surface before ten years, leaving the world, especially the American public, stunned? I would personally bet yes! Thus, the relevant question here should be: what will the reactions from the competitors, the US, Europe, and Russia be?

First place in space for China ? even for a while ? would be such a shock that it could at last stimulate the creativity of the space policies of the other nations in the world after 2020.? It might even encourage a more international approach to space conquest in the 21st century.

Egypt's Mursi says Syrian government "oppressive"

DUBAI (Reuters) - Egyptian President Mohamed Mursi criticized the government of Syrian President Bashar al-Assad in a speech on Thursday at a summit of developing countries being held in Iran, a steadfast ally of Assad.

"Now there is a revolution in Syria against the oppressive regime," Mursi said in Tehran before world leaders of the Non-Aligned Movement.

Isaac gives New Orleans' new flood system its first real test

NEW ORLEANS (Reuters) - Seven years ago nearly to the day, Hurricane Katrina devastated New Orleans with a tidal surge that defeated the city's flood defenses. Now the Crescent City has a new weapon to fight Hurricane Isaac -- a world-class flood-defense system that cost $14.5 billion.

For the first time, the U.S. Army Corps of Engineers on Tuesday morning moved gigantic floodgates into place at the upper end of Lake Borgne, closing a two-mile-(3.2-km)long barrier that stands 26-feet (7.9-meters) high. Known to local officials as "The Great Wall," it forms a first line of defense to protect low-lying neighborhoods like the Lower Ninth Ward and St. Bernard Parish from a tidal surge from the Gulf of Mexico.

The barrier is the largest of its kind in the world and just one element of a 350-mile network of giant pumps, bilges and earthen works designed to assure New Orleans residents that they are safe.

"For the people of the city there is a great sense of security that is now in place," New Orleans Mayor Mitch Landrieu said.

The upgraded levee system, which includes 73 floodgates in five parishes, is designed to protect against a Category Three hurricane. That's the level of fury Katrina had attained on August 29, 2005, when it sent a tidal surge that flooded 80 percent of New Orleans, killed 1,500 people and caused more than $80 billion in damage.

The new levees have been a major factor in New Orleans' viability after Katrina, said John Barry, author of "Rising Tide," a history of the great Mississippi flood of 1927 who also serves on the board of New Orleans levee district.

"Nobody would have the confidence to put any money into it or live" in the city without the new system, Barry said.

On Tuesday, the Army Corps, charged with the task of protecting New Orleans from flooding, also closed the gate of the nearby Seabrook Floodgate Complex, another huge link in the city's protective ring.

Federal, state and local officials gathered with reporters behind a massive floodgate at the 17th Street Canal, which was breached with disastrous results during Katrina's onslaught. Lake Pontchartrain flowed freely into the surrounding neighborhood, killing dozens of people and submerging homes in water as deep as 17 feet.

The Corps of Engineers' local commander said it won't happen again.

"This structure and the surge barrier did not even exist in 2005," Colonel Edward Fleming, commander of the Corps' New Orleans District, told Reuters. "Now we fight the surge 13 miles outside of downtown New Orleans," he said. "We're not fighting surge in people's back yards."

Throughout the day, public officials reiterated their confidence in the new or improved levees and floodwalls and huge new floodgates that now supplement the network of interior canals and pumping stations that have long served New Orleans and surrounding parishes during storms.

The city's 24 pumping stations can handle over 29 billion gallons a day (110 billion liters), which is more than the flow of the Ohio River, the nation's fifth-largest river.

Taking note of the large pumps at the site that pump water out of the canal and around the closed floodgates during storms, Louisiana Governor Bobby Jindal said coordination of the various pieces of flood protection is a crucial part of the overall system.

"With the elevated rainfall we're about to see, it's important that all these pumps work in tandem," Jindal said.

Landrieu, accompanied by officials from the local Sewerage and Water Board, which operates the interior pumping stations, said he is confident that all the pieces of the flood-protection system will function well during the coming storm, but that doesn't mean the pumps will be able to keep up with 10 or more inches of rain falling within a short time.

"I'm concerned at how slow this storm is moving," Landrieu said, noting that Isaac's forward progress has been about seven miles per hour, giving it more time to rain. "A slow-moving storm can cause a flood event inside the city, and then we could have a search-and-rescue challenge on our hands," he said.

Alice Spiller, who was about to settle in for the evening with her sons in her renovated home in the Gentilly neighborhood, said she was feeling confident the London Avenue Canal a half-block away would hold through the hurricane.

The canal breached on both sides during Katrina, and Spiller's previous home was a victim. "I lost everything," she said on Tuesday.

But the work done by the Corps of Engineers since then was enough to convince her it was safe to buy another home in the same neighborhood. "I think we're safe now," Spiller said. "I think we're gonna be all right."

I like Chris Christie. I have always had an affinity for him--despite that I am a Libertarian at heart. Christie's brand of tell-it-like-it-is forthrightness and amicable openness appeals to me. His keynote speech at the RNC was no exception. It did for me what none of Mitt Romney's speeches has done thus far.

Whether Christie is sharing anecdotes from his youth or boasting of his bipartisan accomplishments, he manages to make a real connection with the people; I feel like I know and understand him better than I do Romney after months of Romney exposure in primary debates and speeches.

It was refreshing because many Americans are, as Christie himself put it, tired of being "coddled." We are ready to hear the truth, even if it isn't all blue skies ahead.

Chris Christie is known for calling things as he sees them.

The New Jersey governor's honest answers are what many Republicans love about him. His words hold weight because he speaks openly and doesn't beat around the bush or dodge questions.

However, as the keynote speaker at the RNC, I feel he should have addressed more of Mitt Romney's accomplishments rather than those of his own. He briefly touched on several issues that weigh heavy on the hearts of Americans, such as the deficit, a government that is too big and a failing education system--but related those issues to what he did as the governor of New Jersey. He failed to relate the issues to Mitt Romney's record.

Direct and plain spoken, Gov. Chris Christie is not a boring speaker, anymore than he is a man of small physical stature.

Christie called for sacrifice from all Americans: "Our problems are big, and the solutions will not be painless. We all must share in the sacrifice, and any leader that tells us differently is simply not telling the truth."

He invoked the Greatest Generation, and said that it was our turn to answer history's call, or our children would only read about American exceptionalism, not actually live it.

It was a powerfully delivered speech. I have been leaning toward Romney, based on our lethargic economy. With Christie's powerful speech, where he personally vouched for Romney, I continue to lean toward the Romney ticket.

From listening to Gov. Chris Christie's speech Tuesday night, it seemed at first to be more about him than Mitt Romney. He talked about his background and his accomplishments, which made me think that it was a more of a "if Romney loses this year, think of me in 2016" speech than a real keynote address. Then, as the speech wore on, he hit the usual Republican talking points of smaller government, cutting spending and reducing the deficit and debt, and, as usual, the details were lacking. Maybe we'll hear them in Romney's speech on Thursday night?

In all, it was a good stump speech, but not what I have come to expect for a keynote address. Another thing that bothered me was massive amounts of "truth" in the speech. When someone keeps telling you he is telling you the truth, it makes you wonder whether he actually is.

Tuesday night, love him or hate him, Chris Christie deserves a little respect for his speech at the 2012 RNC convention. He relayed to the crowd his upbringing with a tough Sicilian mother and an Irish father. As Christie put it, "In the automobile of life, dad was the passenger." To me, it felt like the entire speech carried that family feeling. Christie hammered home: We need to unite and not divide.

I am no more, or less, likely to vote for Mitt Romney because of Christie's speech. Frankly, he barely mentioned Romney. Mitt was an afterthought. I am, however, more likely to vote for Christie when and if he decides to run for president.

Christie's presentation, as always, had a strong edge to it. I love his strength, energy, principles and vision for the country and his state. Christie, unlike Romney, insists on respect and integrity more than political love.

It is too early to say whether Romney will do the right things or not with Democrats for the country, if elected. Christie talked more about his achievements in New Jersey instead of what Romney will do for the country, as the other governors did on Tuesday. This included balancing his budget without tax increases. I remain undecided between Romney and Johnson. Romney has failed to tell me how he will balance the budget like Christie did.

I was very touched by his opening remarks as he recounted his upbringing and the struggles that his parents overcame. It was not lost on me that Christie's dad worked during the day and went to school at night, earning his college degree. As someone who followed the same path, I know how hard it is to balance a full-time job and education.

The governor chose a number of slogans that actually spoke to me. I was moved when he said that that "real leaders don't follow polls, real leaders change polls"--a clear indication that politicians need to do what is right and not necessarily popular.

As a supporter of the GOP and Mitt Romney, I eagerly awaited the keynote speech at the RNC in Tampa by Chris Christie setting the tone for the convention.

I believe Christie nailed the theme of the convention--mostly. As Christie commanded the stage, it was obvious the continued Republican platform will be based on the ideas of "sacrifice" and "truth," key themes of Christie's speech. Both resonated with me.

I am left wondering how much Chris Christie is fully convinced Mitt Romney is the man to lead the country. Christie did plenty to cover the party platform and many of his own accomplishments, but it took him almost 20 minutes to mention Mitt Romney by name.

It seemed somewhat odd he choose that path.

Some of you couldn?t? wait to get started with this challenge of celebrating the ordinary. Nancy of The Pink Underbelly got started straight away, closely followed by Philippa of A Feisty Blue Gecko and both Sinead and Jamie sent me adorable pictures of their pets which I have posted to Facebook.

Pennsylvania judge halts Harrisburg's incinerator debt payments

(Reuters) - A Pennsylvania judge on Monday ordered Harrisburg, the state's cash-strapped capital, to suspend debt service payments on its troubled incinerator and to implement a 1 percent tax hike.

Commonwealth Court Judge Bonnie Leadbetter ruled that the city should not make any further debt payments on its waste-to-energy incinerator - which helped plunge the city into at least $320 million in debt - until further notice.

An attorney for Harrisburg's state-appointed receiver, William Lynch, said during a court hearing last week that the city would be $500,000 in the hole if it made a $3.4 million debt service payment due in September.

Leadbetter also ordered the city council to enact a 1 percent hike on residents' earned income within 15 days. The increase, which city council members were fighting, is temporary but effective immediately upon implementation, for at least one year.

Revenue generated from the tax hike can only be used to fund essential city services, she ruled.

The tax hike was a key provision of Lynch's recovery plan for the city, which is under state oversight. Leadbetter is overseeing the implementation of the plan.

"We hope this will lead to some real cooperation with City Council as we go forward," Lynch said in a statement.

Leadbetter shot down one other provision of the plan that called for the city to hire a communications director at an annual salary of $75,000.

Bills acquire QB Tarvaris Jackson, release Young

ORCHARD PARK, N.Y. (AP) ? The Buffalo Bills have a new backup in Tarvaris Jackson, and they've cut Vince Young in a sudden shuffle of quarterbacks on Monday.

Shortly after announcing they had released Young, the Bills followed up to confirm reports that they had acquired Tarvaris Jackson in a trade with the Seattle Seahawks in exchange for an undisclosed draft pick.

It was a surprising turn of events that came in the final week of the preseason, and after Young struggled in his bid to win the backup job in a 38-7 loss to Pittsburgh on Saturday.

Young posted comments on his Twitter account indicating his time in Buffalo was over on Monday morning.

That was after the Bills reached an agreement with Jackson to restructure the final year of his contract and complete the trade Buffalo and Seattle had agreed to Sunday night.

"Respect Bills fans," Young wrote. "I want to thank the Bills organization for the opportunity and with the organization and my teammates good luck this season."

Jackson traveled overnight to Buffalo, and was expected to join his new teammates for practice Monday afternoon.

The trade wasn't completed until the Bills (No. 19 in the AP Pro32) reached a deal with Jackson's agent, Joel Segal, to restructure the final year of the player's contract, according to a person familiar with discussions. The person spoke on the condition of anonymity because the Bills do not discuss contract talks.

Jackson was scheduled to make $4 million this season, a figure the Bills deemed to be too expensive for a backup player.

The Bills (0-3) are preparing to complete their preseason schedule at Detroit on Thursday, when Jackson will have an opportunity to play.

Jackson is a seven-year veteran who has gone 17-17 as a starter with Minnesota and Seattle. He had a 7-7 record with the Seahawks last season, but his future was left uncertain after Seattle acquired Matt Flynn in free agency this offseason, and after using a third-round pick to draft Russell Wilson in April.

The Bills quickly ran out of patience with Young, who had signed a one-year contract in May to compete with returning backup Tyler Thigpen for the No. 2 job behind starter Ryan Fitzpatrick.

Young had the edge to win the backup job before he struggled on Saturday. He threw two interceptions, the first coming on his first pass attempt, and finished 12 of 26 for 103 yards passing in playing the entire second half.

It was a sudden turn of events for Young, who last week had earned a thumbs-up from quarterbacks coach David Lee.

"I'm really pleased with how much he studied and how he has slowly gotten better and better," Lee had said. "Is he ready for the season? Not yet, but he's getting better every day."

And coach Chan Gailey has maintained there's only room for one backup, because the No. 3 job is going to receiver/wildcat specialist Brad Smith.

It is the latest blow to Young's once-promising career. After leading Texas to the national championship in 2006, Young was selected third overall in the draft by the Tennessee Titans and was the NFL Offensive Rookie of the Year.

The Titans eventually ran out of patience with Young and released him last summer. Young had a disappointing season as Michael Vick's backup in Philadelphia last year.

Jackson has had an up-and-down career since being selected by Minnesota in the second round of the 2006 draft. He spent five years with the Vikings, including a 2007 when he went 8-4 before losing his starting job.

Jackson signed a two-year contract with the Seahawks last year, and was credited for playing a major role in the team's turnaround after a 2-6 start. He had career numbers in completions (271), attempts (450), 3,091 yards passing with 14 touchdowns and 13 interceptions.

The Humane Society of the United States Encourages Hawaii ...

In the wake of the United States Fish and Wildlife Service?s ongoing investigation into the illegal deer smuggling on to the Big Island and transport of Mouflon Sheep to Maui. The Humane Society of the United States and Humane Society Wildlife Land Trust urge Hawaii residents to report wildlife crimes, including illegal wild animal transport or abandonment. Callers may be eligible for a reward of up to $2,500 for information leading to the arrest and conviction of the person or persons responsible for these crimes.

In January, The HSUS set up a confidential, toll-free tipline for the Department of Land and Natural Resource?s Division of Conservation and Resource Enforcement, 1-855-DLNR-TIP, to report information on wildlife crimes. In June, Gov. Abercrombie enacted Senate Bill 3001; Act 144, sponsored by Sen. Gil Kahele and supported by The HSUS, DLNR and others, to explicitly prohibit the possession, transport or release of wild deer.

As a result of continued federal and state efforts to stop wildlife crimes in Hawaii, two individuals were recently brought to justice. A pilot who illegally transported wild animals and the owner of the Maui-based Arrow One hunting ranch, who received the animals, pleaded guilty earlier this week to misdemeanor violations of the federal Lacey Act ? which prohibits trade in wildlife, fish, and plants that have been illegally taken, possessed, transported or sold. The ranch owner also pleaded guilty to guiding a hunter without a state hunting license.

?We commend the Pacific Region of USFWS for their efforts to bring animal smugglers to justice,? said Inga Gibson, Hawaii state director for The HSUS. ?Abandoning wild animals in our fragile environment or illegally transporting wild animals for unauthorized release for sport-hunting operations is irresponsible and we encourage Hawaii resident to report these crimes.?

DLNR Chairperson William J. Aila, Jr. said, ?We?re very pleased that our federal partners in the U.S. Fish and Wildlife Service Office of Law Enforcement and U.S. Attorney?s Office were able to successfully investigate and prosecute the illegal transport of axis deer to the Big Island dating back to 2009 and hold those parties accountable for their previous irresponsible acts.?

Aila continued, ?With the passage of Act 144, the State now has stronger laws and stiffer penalties to prohibit this type of unauthorized activity. The Department will vigorously investigate and prosecute anyone attempting to illegally transport and release deer between the islands in the future. Facts:

Under the new state law, first time violators face a misdemeanor charge with a mandatory fine of not less than $10,000 and payment of any costs incurred in the eradication of any deer and the deer?s progeny who has been possessed, transferred, transported, or released after transport, or by imprisonment of not more than one year, or both.
Under the federal Lacey Act, violators can face either a misdemeanor charge with up to 1 year in jail and a $100,0000 fine or a felony charge with a maximum fine of up to $250,000 and imprisonment of up to five years, or both, and civil penalties of up to $10,000.

Anyone with information on illegal animal transport or release is asked to call the

GOP Postpones Start of Republican National Convention Due to Hurricane Isaac Threat

TAMPA, Fla. - Republicans have cut short their national convention by one day due to the looming threat of a severe storm that is about to pound the state of Florida, party officials announced today.

Less than 48 hours before the Republican National Convention was set to begin here, Republican National Committee Chairman Reince Priebus said that the possibility of "severe transportation difficulties due to sustained wind and rain" brought by Tropical Storm Isaac, which meteorologists predict will become a hurricane by Monday, forced convention planners to scrap Monday's scheduled activities.

"Due to the severe weather reports for the Tampa Bay area, the Republican National Convention will convene on Monday August 27th and immediately recess until Tuesday afternoon, August 28th, exact time to follow," Priebus said in a statement announcing the postponement. "Our first priority is ensuring the safety of delegates, alternates, guests, members of the media attending the Republican National Convention, and citizens of the Tampa Bay area."

Instead, party officials, said Monday's speaking lineup would be squeezed into the remaining three days of the convention and that they would be releasing more details about the revised schedule as early as Sunday.

Monday's RNC program was to include the roll call vote of delegates officially nominating Mitt Romney as the party's presidential nominee. The nomination is now likely to take place on Tuesday, according to Romney strategist Russ Schriefer, who briefed reporters on a conference call today.

"We expect the roll call will just take place on Tuesday," Schriefer said. "It will take place right around the same time that it was going to take place on Monday, really with very little change."

On the same call, Priebus emphasized that the convention would go on.

"This is a Monday issue," he said, noting that he knew of no state delegations that had cancelled plans to travel to Tampa for the week.

"The safety of those in Isaac's path is of the utmost importance," Romney tweeted after the announcement was made on this evening. "I applaud those in Tampa making appropriate schedule changes."

Florida Gov. Rick Scott, a Republican, said that he had briefed Romney "on the storm and possible impact to the state" earlier in the day.

"I have made Governor Romney and RNC officials aware of the resources our state can provide in the chance Tampa is affected," Scott said in a statement. The governor also announced that he was cancelling all of his scheduled convention-related activities on Sunday and Monday. He was originally scheduled to speak on Monday night.

As convention officials were changing course today, Tropical Storm Isaac was heading north toward Miami. It is expected to strengthen to a hurricane and make landfall in the Florida keys on Sunday evening, and then move westward into the Gulf of Mexico, making landfall near Panama City Beach on Tuesday. The storm is currently forecast to pass about 200 miles west of Tampa on Monday night and early Tuesday, but the storm's wind field is large, meaning that Tampa is still expected to feel its affects, with wind gusts of up to 50 mph expected in the area.

Hillsborough county - the county where Tampa is located - has declared a state of emergency, as has the state of Florida. The Tampa Bay Times Forum, the site of the convention, is located on the water - a vulnerable position in a storm of Isaac's magnitude.

The first day of the convention was originally designed as an opportunity to showcase what Schriefer called the "failures of the Obama administration over the past four years." The night was to include testimonials from "real people affected by the Obama economy." The goal of that first night, Schriefer said, was to "lay down the predicate and make the case of why President Obama has failed."

In addition to the roll call votes nominating Romney for president and Paul Ryan for vice president, Monday's speaking schedule was set to include a handful of party luminaries with official roles in the convention process: RNC Chairman Reince Priebus, House Speaker John Boehner, former New Hampshire Gov. John Sununu and Virginia Gov. Bob McDonnell, among others.

Court sides with Lilly over cancer drug patent

INDIANAPOLIS (AP) ? Drugmaker Eli Lilly and Co. said Friday a federal appeals court upheld the company's patent on its drug Alimta, protecting the cancer medicine from competition through Jan. 2017.

Alimta is a chemotherapy drug used to treat certain forms of mesothelioma and lung cancer. It brought in $2.46 billion in revenue in 2011, or 10 percent of total revenue for the year, according to the company's annual report. That was up 11 percent from 2010.

The U.S. District Court for the District of Delaware affirmed a prior court ruling that the company's patent on the drug is valid.

Company shares rose $1.28, or 3 percent, to $43.69 in trading.
